American Institutes for Research (AIR) has contracted with Decision Information Resources, Inc. (DIR) to assist with the study design and lead data collection activities for the Birth through Eight Strategy for Tulsa (BEST) Phase II evaluation. The purpose of the BEST initiative is to ensure that all of Tulsa’s children have the best chance at a successful life by seeking to transform the city into the most vibrant, nurturing place in America to be born and to be a child, regardless of the circumstances of a child’s birth. It is a comprehensive, longitudinal place-based initiative designed to support children and families in the early years to help break the cycle of intergenerational poverty.

The evaluation design includes process, impact/outcome, and ethnographic studies. As part of the design phase, DIR participated in listening sessions and stakeholder meetings to ensure that the data collection design and process supports diversity, equity, and inclusion. DIR worked with AIR to finalize the data collection plan and procedures and will assist in the recruitment of families ahead of data collection.
