An approved MAS contractor, DIR provides integrated consulting services under SIN 874-1, which include management or strategy consulting, research, evaluations, studies, analyses, and reports. DIR also provides survey services, using a variety of methods including survey planning, design, and development; survey administration; data validation and analysis; reporting; and stakeholder briefings.
DIR is an approved vendor for the DOL CEO Research and Evaluation Blanket Purchase Agreement (BPA) (2024 – 2029). This BPA focuses on the research and evaluation priorities of DOL programs, initiatives, and policies. The services DIR may provide to DOL through this BPA may include evaluation design and implementation; data collection and analysis; policy analysis; program assessments, technical assistance, technical expertise, and dissemination activities.
Farm to School (FtS) Research Blanket Purchase Agreement (BPA) – Contract #140D042A0010
DIR is the recipient of the five year, single-award Farm to School (FtS) Research Blanket Purchase Agreement (BPA) awarded by the U.S. Department of Agriculture (USDA), Food and Nutrition Services (FNS). The USDA’s Food and Nutrition Service developed the Farm to School Research BPA to conduct research and gain insights into participation in farm-to-school activities by school food authorities (SFAs) and other stakeholders. DIR will provide research and program management services to create, administer, and analyze studies supporting FNS research related to farm to school. Activities will include the administration of the 2023 Farm to School Census, including SFA recruitment and data collection; analysis of 2023 Farm to School Census responses and preparation of summary files, reports, and briefings; evaluation of reports submitted by fiscal year (FY) 2018 and 2019 grantees in the Farm to School Grant program, including review and analysis of written materials and preparation of summary reports and briefings; and other related research and evaluation activities as determined.

DIR is an approved vendor for the PRESTO multiple-award, indefinite delivery/indefinite quantity (ID/IQ) contract in the U.S. Department of Education, Institute of Education Sciences (IES). The goal of this 2-billion-dollar contract vehicle is to provide a diversified pool of vendors to meet the additional requirements and mission critical needs of the Institute of Education Sciences (IES). DIR was awarded the PRESTO IDIQ contract in three of the five categories – (1) education sciences support activities, (2) assessment development support, and (3) recruitment and diversity, equity, inclusion, and accessibility (DEIA) initiatives.

The U.S. Department of Small Business Administration (SBA), Office of Program Performance Analysis and Evaluation (OPPAE) requires support to meet its evaluation, research, and other evidence-building goals and objectives to support the needs of SBA. DIR was chosen as one of the multiple awardees to support SBA in two evidence-building services tracks: (1) Evaluation, Research, and Analysis; and (2) Data Science. DIR may provide of services through BPA calls in the areas of need identified by SBA, specifically: (1) evaluation, (2) research, (3) data collection and analysis, (4) policy and other analysis, (5) program assessment and development, (6) data analytics/statistical support, (7) technical assistance (TA), and (8) reporting and dissemination.

DIR is the recipient of the single award U.S. Department of Agriculture (USDA) Food and Nutrition Services (FNS) Blanket Purchase Agreement (BPA) to support the Child Nutrition Pulse Survey initiatives. The BPA will provide FNS with convenient, efficient data collection and analysis for child nutrition programs on an ad hoc basis to supplement regular data collection conducted through larger studies (i.e., School Nutrition Meal Cost Study, School Food Purchase Study, etc.) or to respond to emerging questions of interest.
