As Managing Director of Business Services & Operations, Moira Mendoza provides strategic leadership across DIR’s core business functions, including administration, IT, HR, and operations. She drives efforts to strengthen systems, enhance cross-department collaboration, and align resources, data, and processes to support efficient, high-performing operations. She advances data-informed, equitable, and sustainable decision-making across the organization.

Moira brings more than 20 years of leadership experience across public health, workforce development, education, and human services organizations in the United States and internationally. Her expertise includes operations leadership, business intelligence, organizational learning, evaluation, and data systems integration.

Before joining DIR, Moira held senior leadership roles at International Planned Parenthood Federation, Western Hemisphere Region (now Fòs Feminista), where she led operations, organizational learning, evaluation, and business intelligence functions across a network of partner organizations in Latin America and the Caribbean. Earlier in her career, she held leadership roles at Gay Men’s Health Crisis, STRIVE East Harlem Employment Services, and Círculo de la Hispanidad, building a strong foundation in program operations, data management, and mission-driven service delivery.

Moira holds an MBA in International Management from the Thunderbird School of Global Management and a B.S. in Agricultural Engineering from Instituto Tecnológico y de Estudios Superiores de Monterrey, Mexico.
