The U.S. Department of Housing and Urban Development (HUD) has contracted with DIR to conduct the Rent Reform Demonstration 36–Month follow-up survey. The purpose of the Rent Reform Demonstration is to test an alternative to the current rent-setting system for families using housing choice vouchers (HCV) with the goal of incentivizing employment and reducing the complexity and burden of administering the current rent policy. The survey is designed to supplement administrative data to provide insight into the study families’ experiences with the alternative/new rent model and how it affected their employment status, earnings, and hardship experiences. DIR will assist with instrument development and subsequently conduct a telephone survey with field follow-up of approximately 6,660 study families in Washington, DC; Kentucky and Texas. The survey data should also help explain what motivated any employment, earnings or hardship changes. Those changes include the reasons study families started working, increased their hours, or did not increase or maintain steady employment; the role that personal decision making played compared to the local job market; and any related issues and experiences with the demonstration overall.
