Evaluation of the Hispanic Access Foundation’s Community Navigator Program

The Hispanic Access Foundation (HAF) has engaged DIR to evaluate its Community Navigator Program (CNP), which spans all 10 USDA Forest Service regions. The CNP supports Latino-led and Latino-serving organizations by providing workshops, technical assistance, and one-on-one mentoring to strengthen their capacity to secure and manage Forest Service grants, fostering climate resilience in their communities. DIR’s evaluation combines administrative and qualitative data, ensuring geographic diversity by incorporating feedback from participants across the U.S. The formative evaluation will assess program implementation, focusing on fidelity, participant feedback, and challenges encountered. The summative evaluation will measure the program’s impact, effectiveness, and outcomes, while identifying barriers and facilitators for organizations applying for and managing USDA Forest Service grants. This evaluation will offer actionable insights to HAF, enhancing the CNP’s ability to empower Latino-serving organizations and amplify their climate resilience initiatives.
