Project Description

Job Corps has provided job training to millions of youth in all 50 states, Puerto Rico, and the District of Columbia. Predicated by the passage of new job training legislation, the Workforce Innovation and Opportunity Act (WIOA), the Department of Labor’s Office of Job Corps (OJC) implemented an overhaul of program management tools and reports.

Partnering with Battelle Memorial Institute and ASHLIN Management Group, Inc., DIR provides technical assistance and program support in four key areas: program management tools and reports, data integrity, safety risk management, and program evaluation. In addition to assisting with the revisions of the program management reports and tools to meet the new legislation’s requirements and continue to meet Job Corps leadership needs, DIR has been tasked with capturing individual-level data for Job Corps’ demonstration programs and reporting their WIOA results. DIR created a Grantee Data Collection (GDC) Tool for OJC demonstration programs. This tool facilitates the collection of mandated participant-level data from 28 locations nationwide and ensures all data are collected in a secure environment. The GDC Tool collects the data required to report the Six Primary WIOA Measures. Additionally, the data can be combined with other Job Corps data and reported into Department of Labor Employment and Training Administration’s Participant Individual Record Layout (PIRL) reports. Finally, the GDC Tool collects the data needed for the oversight and management of the grants. To implement this new work, DIR’s IT department is supporting a FedRAMP compliant private cloud environment.

DIR supports the identification of data integrity issues by conducting data analyses to identify irregularities as well as audits of contractors' documents. DIR reports the findings to the Office of Job Corps and provides technical assistance as needed to help correct widespread data integrity issues. DIR has also developed and generates monthly a dashboard and other reports to identify data trends that suggest center-specific programmatic concerns. Additionally, DIR was instrumental in the development, testing, and obtaining Office of Management and Budget (OMB) clearance of two new Job Corps surveys covering student safety and satisfaction. Upon launch, DIR will administer and report results for these surveys.
