Project Description

The Choice Neighborhood Initiative (CNI) was designed to support the redevelopment of distressed, assisted housing projects and the transformation of the neighborhoods surrounding them into mixed-income, high-opportunity neighborhoods. The study of CNI was designed to include both target and wider neighborhood sample in five sites—Seattle, New Orleans, Chicago, Boston, and San Francisco. Each target sample represented a proportion of the total program participants in each site. Each neighborhood sample was drawn to create a comparison group. This group was defined as living within the vicinity of the target development footprint and defined by units of Census blocks.

DIR developed a sampling plan based on the client’s desired number of completes, taking into consideration vacancies and demolition, business addresses, and a difficulty factor in accessing and completing cold call interviews. DIR surveyed study participants in multiple languages, combining CATI-field initiated surveys with on-site data collection.
