National Oceanic and Atmospheric Administration (NOAA)’s Office of Education Alumni Tracking Evaluation

DIR has been engaged by NOAA’s Office of Education (OEd) to conduct an evaluation of the long-term outcomes of the Ernest F. Hollings Scholarship and Educational Partnership Program for Minority Serving Institutions (EPP/MSI). This evaluation will focus on approximately 2,100 program participants from 2005 to 2020, assessing the program’s impact on alumni’s academic and career trajectories, particularly in STEM and NOAA-related fields. To achieve this, DIR will analyze existing alumni data and administer a web-based survey using a PRA-approved instrument to gather detailed information about alumni contributions to NOAA’s mission, professional roles, and educational achievements. Findings will be shared through periodic evaluation reports, which will summarize results and provide actionable recommendations. DIR will also present key outcomes to OEd partners, offering strategic guidance to enhance alumni tracking systems and inform program planning, ultimately supporting NOAA’s goals of advancing environmental literacy and workforce development.
